Final Region X & NCR 2024 Wage Determinations

The National Wages and Productivity Commission (NWPC) recently affirmed the 2024 wage orders for Region X and the National Capital Region (NCR), marking a significant step in the country's wage adjustments. During the NWPC meeting on December 18, 2024, Wage Order No. RX-23 issued by RTWPB X for private sector workers in Northern Mindanao was affirmed. This order grants a P23 increase for the non-agriculture sector and P35 for the agriculture sector, implemented in two tranches. These adjustments will elevate the minimum wage rates in the region to P446 to P461, streamlining wage classification between sectors.

Furthermore, Wage Order RX-DW-04, which grants a P1,000 monthly increase for kasambahays in Northern Mindanao, was also affirmed. Similarly, Wage Order No. NCR-DW-05, issued by RTWPB NCR, grants a P500 monthly increase for kasambahays, raising their monthly minimum wage to P7,000. The wage orders for RTWPB X will be published on December 27, 2024, and take effect on January 12, 2025, while NCR's wage order will take effect on January 4, 2025.


Minimum Wage Increases Across Regions

In 2024, 14 RTWPBs issued new wage orders for private sector workers across multiple regions, with daily wage increases ranging from P21 to P75. Additionally, nine new wage orders for domestic workers were issued, with monthly increases ranging from P500 to P1,100. These wage adjustments are set to benefit 4,907,584 minimum wage earners in the private sector and 717,508 domestic workers.


Simplified Wage Structures and Productivity Initiatives

Four RTWPBs (III, IV-A, VII, and X) have simplified their wage structures in accordance with the Omnibus Rules and NWPC Resolution No. 04, Series of 2024. These changes aim to enhance wage compliance and transparency. Moreover, the RTWPBs are rolling out productivity improvement programs and gainsharing schemes to support long-term wage growth, particularly in low-productivity areas.


Implementation of Minimum Wage Increases and Relief Mechanisms

The Department of Labor and Employment (DOLE) and NWPC have reiterated guidelines for exemptions for calamity-affected enterprises. Businesses and workers in affected areas can inquire about exemptions or specific minimum wage tranches through their local RTWPB. Additionally, existing DOLE programs like the Adjustment Measures Program (AMP) are available to help mitigate economic disruptions caused by natural calamities.

As 2024 concludes, the NWPC continues to support the Marcos Administration's efforts to maintain a fair and transparent wage determination process, simplifying wage structures, and promoting productivity growth.
