Introduction: In a significant move to enhance efficiency and compliance, the Philippine Health Insurance Corporation (PhilHealth) has issued PhilHealth Circular No. 2023-0010. This circular mandates the use of the Online Payment Facility of the Electronic Premium Remittance System (EPRS) for the payment of premium contributions. Effective September 2024, this policy aims to streamline services and ensure faster acknowledgment and immediate posting of remittances.


Key Highlights:


1. Compliance with Ease of Doing Business Act: PhilHealth's initiative aligns with the Ease of Doing Business and Efficient Government Service Delivery Act of 2018. This act emphasizes the importance of simplifying processes and improving service delivery for both private and government sectors.


2. Mandatory Online Payments: Starting September 2024, all over-the-counter premium payments from the employed sector will no longer be accepted at any Accredited Collecting Agent. Employers are required to utilize the online payment facility in the EPRS for a more efficient and streamlined process.


3. Exemptions and Special Cases: For employers granted exemptions, over-the-counter payments will be accepted exclusively at PhilHealth offices. These payments must be supported by the Statement of Premium of Account (SPA) and a valid Certificate of Exemption. Payments can be made in cash or through a Manager's Check.


4. Support and Inquiries: Employers seeking further information or assistance can refer to the nearest PhilHealth Local Health Insurance Office or contact their assigned PhilHealth Account Information Management Specialist (PAIMS).
