DOLE Takes Action on Cebu BPO Firms Following Major Earthquake

Cebu, Philippines – In the wake of the powerful earthquake that shook Cebu this October, the Department of Labor and Employment (DOLE) has taken decisive action against business process outsourcing (BPO) companies that allegedly disregarded employee safety. The intervention comes after numerous employees reported being pressured to return to work immediately after the calamity.


Responding to the growing complaints, DOLE's Regional Office No. 7 has moved to enforce occupational safety and health standards within the BPO sector, a cornerstone of Cebu's economy.

Work Stoppage Order Issued for OSH Violations

As detailed in a recent public advisory, DOLE issued a work stoppage order, also known as a cease and desist order, to a BPO company in Cebu. A labor inspection found the firm had no emergency and disaster preparedness and response plan integrated into its Occupational Safety and Health (OSH) Program. This lack of a clear plan for events like earthquakes places employees at significant risk.

The department strongly encouraged the employer to implement flexible working arrangements to ensure both operational continuity and the well-being of its workforce.

A Second BPO Called to Conference

In a separate action, another BPO company was served a notice of conference. This notice requires the company's management to appear before DOLE and present proof that it has corrected OSH deficiencies discovered during a recent inspection.


These actions underscore the government's commitment to upholding Republic Act No. 11058, or the OSH Law, which mandates that all employers provide a safe and healthy working environment for their employees.



Employee Safety Must Be the Top Priority


The recent earthquake exposed critical gaps in the disaster preparedness of some companies. Employees shared stories of evacuating their buildings only to be told to return to their stations shortly after the tremors, causing widespread anger and fear.


DOLE's intervention serves as a critical reminder to all employers, particularly in the 24/7 BPO industry, that employee safety is non-negotiable. Companies are legally obligated to have robust and actionable plans to protect their staff during natural calamities. Employees who feel their safety is compromised are urged to report their concerns to the nearest DOLE office.
