New Daily Minimum Wage Increase in CALABARZON for 2025-2026


The Regional Tripartite Wages and Productivity Board in Region IV-A has officially approved a new wage order, granting a significant increase in the daily minimum wage for private sector workers across CALABARZON. The new rates, detailed in Wage Order No. IVA-22, will take effect starting October 05, 2025.


The wage adjustment will be implemented in two tranches, providing a structured increase for workers in Cavite, Laguna, Batangas, Rizal, and Quezon. This move aims to help employees cope with the rising cost of living in the region.



Understanding the New Wage Rates


The new minimum wage rates vary depending on the sector (Non-Agriculture, Agriculture, and Retail/Service) and the classification of the city or municipality.


Non-Agriculture Sector


Workers in the non-agriculture sector will see the highest wage rates. The adjustments are categorized as follows:

  • Component Cities and First-Class Municipalities:

    • 1st Tranche (Effective Oct. 05, 2025): The daily wage will range from ₱550 to ₱600.

    • This covers areas like the Extended Metropolitan Area and other component cities.

  • Reclassified First-Class Municipalities (per DOF DO No. 074-2024):

    • 1st Tranche (Effective Oct. 05, 2025): ₱510

    • 2nd Tranche (Effective Apr. 01, 2026): ₱550

  • Second to Fifth Class Municipalities:

    • 1st Tranche (Effective Oct. 05, 2025): ₱510

    • 2nd Tranche (Effective Apr. 01, 2026): ₱525


Agriculture Sector


For workers in the agricultural sector, the new daily minimum wage is set as follows:

  • Component Cities and First-Class Municipalities:

    • Upon Effectivity (Oct. 05, 2025): A single increase to ₱525.

  • Reclassified First-Class and Second to Fifth Class Municipalities:

    • 1st Tranche (Effective Oct. 05, 2025): ₱485

    • 2nd Tranche (Effective Apr. 01, 2026): The rate will increase to ₱525 for Reclassified First-Class Municipalities and ₱508 for Second to Fifth Class Municipalities.


Retail & Service Establishments Employing Not More Than 10 Workers


This category has a specific wage structure to support smaller businesses while uplifting their employees.

  • 1st Tranche (Effective Oct. 05, 2025): The new minimum wage will be ₱485.

  • 2nd Tranche (Effective Apr. 01, 2026): The wage will increase further to ₱508.
