New Minimum Wage in Central Visayas Takes Effect October 2025

Workers in Central Visayas are set to receive a wage increase following the approval of new wage orders by the Regional Tripartite Wages and Productivity Board. The new rates for both private sector employees and domestic workers, or kasambahays, will be effective starting October 4, 2025.

The adjustments are covered by Wage Order No. ROVII-26 for workers in private establishments and Wage Order No. ROVII-DW-05 for domestic workers.

Daily Minimum Wage Increase for Private Workers

The new daily minimum wage rates are classified into two main categories based on geographic area.

Class A Areas

For cities and municipalities under Class A, which covers the Expanded Metro Cebu area, the daily minimum wage will see an increase of ₱39.

  • Previous Minimum Wage: ₱501

  • Amount of Increase: ₱39

  • New Minimum Wage: ₱540

Covered Areas: Cities of Carcar, Cebu, Danao, Lapulapu, Mandaue, Naga, Talisay, and the municipalities of Compostela, Consolacion, Cordova, Liloan, Minglanilla, and San Fernando.

Class B Areas

All other cities and municipalities in Central Visayas not falling under Class A will now have a unified daily minimum wage of ₱500. The increase varies depending on the area's previous rate.

  • For the cities of Bais, Bayawan, Bogo, Canlaon, Dumaguete, Guihulngan, Tagbilaran, Tanjay, and Toledo, the increase is ₱37, up from ₱463.

  • For all other municipalities not covered under Class A, the increase is ₱47, up from ₱453.

  • New Minimum Wage for all Class B areas: ₱500

Monthly Minimum Wage Increase for Domestic Workers (Kasambahay)

A significant pay raise is also set for domestic workers across the entire Central Visayas region. The new wage order establishes a single monthly minimum wage rate, eliminating the previous distinction between different locality classes.

The new standardized monthly minimum wage for all domestic workers in Central Visayas is now ₱7,000.

  • For Chartered Cities and First-Class Municipalities: The wage increases by ₱1,000 from the previous rate of ₱6,000.

  • For Other Municipalities: The wage increases by ₱2,000 from the previous rate of ₱5,000.

This new directive aims to provide better financial stability for all workers and their families in the region, helping them cope with the current economic climate. All employers are expected to comply with the new wage orders by the effectivity date.
