PhilHealth Announces Relief for Employers Facing EPRS TOTP System Issues
The Philippine Health Insurance Corporation (PhilHealth) has released Advisory No. 2025-0051, addressing system issues that employers may be experiencing following the recent implementation of Time-Based One-Time Password (TOTP) authentication in the Electronic Premium Remittance System (EPRS).
In line with the new security feature introduced in PhilHealth Advisory No. 2025-0032, the state health insurer acknowledges that technical difficulties have led to payment delays. Consequently, employers affected by these issues may request a waiver for any incurred interest for the applicable periods of May 2025, June 2025, and July 2025.
Identified Circumstances for Waiver Request
Employers can apply for an interest waiver if late payment was caused by any of the following TOTP and EPRS-related issues:
Password Problems: Existing EPRS users with expired or invalid passwords.
Delayed Security Key: Delays in receiving the email containing the security key.
Invalid OTP: Receiving an invalid Time-Based One-Time Password.
Pending Requests: Unresolved requests for additional folders within the Grouping module.
How to Apply for the Interest Waiver
Once operational uptime services are fully restored, affected employers must immediately submit the required documents to their assigned Account Officer via email (PDF copy) or to the nearest PhilHealth Local Health Insurance Office (hard copy).
The necessary documents include:
PhilHealth Online Access Form (POAF): Required for EPRS registration and password resetting.
Formal Request Letter: A letter requesting the waiver for the incurred interest. This must be supported by screenshots documenting the failed TOTP authentication, password-related issues, or other system errors.
Applicable SPAs: Any Special Power of Attorney that may have incurred interest due to the said issues.
