BARMM Implements PHP 50 Daily Minimum Wage Increase
The Bangsamoro Tripartite Wages and Productivity Board (BTWPB) has officially approved a significant wage increase for private sector workers across the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). Through Wage Order No. BARMM-04, a daily increase of ₱50.00 will be implemented, aiming to support the financial well-being of minimum wage earners in the region.
The new wage order was signed on June 9, 2025, and is set to take effect on July 17, 2025, which is fifteen (15) days after its official publication. This decision came after a series of public consultations held across the region from February to April 2025, where both employer and worker representatives expressed support for a wage adjustment.
New Minimum Wage Rates in BARMM Effective July 2025
The adjustment raises the daily minimum wage across various sectors and geographical areas within BARMM. Workers should take note of the new daily rates applicable to their industry and location.

Key Provisions of the New Wage Order
To ensure proper implementation, employers and employees should be aware of the key provisions outlined in the wage order.
Coverage: The wage increase applies to all minimum wage earners in the private sector within BARMM, regardless of their position, designation, status, or the method by which their wages are paid.
Basis of Rates: The rates prescribed are for the normal working hours, which shall not exceed eight (8) hours of work a day.
Exemptions: The wage order does not cover household or domestic helpers (kasambahay), workers of registered Barangay Micro Business Enterprises (BMBEs) with a Certificate of Authority, and others authorized by law.
Penalties for Non-Compliance: Any establishment that refuses or fails to pay the new minimum wage rates will be held liable under the provisions of Section 12 of Republic Act No. 6727, as amended by Republic Act No. 8188.
The wage board, chaired by MOLE-BARMM Minister Musilimin G. Sema, considered several economic factors in its decision. This includes the region's average inflation rate, the Consumer Price Index (CPI), and the poverty threshold, ensuring a balanced and data-driven approach to the wage hike.
