📚 Understanding the PhilHealth 5% Premium Rate Framework

In accordance with the Universal Health Care (UHC) Law (Republic Act No. 11223), the PhilHealth premium rate is set at 5.0%. This premium rate applies directly to the employee's Monthly Basic Salary, up to the defined income limits, and is equally shared at 50/50 between the employee and the employer.

Current Policy Parameters:

Premium Rate: 5.00% of Monthly Basic Salary.
Income Floor (Minimum Basis): Set at ₱10,000.00. Salaries below this amount default to the floor for calculation.
Income Ceiling (Maximum Basis): Set at ₱100,000.00. Salaries above this limit are capped at the ceiling amount.
Split Model: Shared 50% by the employee (2.5%) and 50% by the employer (2.5%).

Calculation Examples:

📉 Scenario 1: Below Floor (MBS: ₱8,000)

Since the salary is below the ₱10,000 floor, calculations are computed based on the floor limit.

Basis: ₱10,000.00 × 5% Total Premium: ₱500.00 Share: ₱250.00 Each

⚖️ Scenario 2: Standard (MBS: ₱35,000)

The 5% premium rate applies directly to the actual Monthly Basic Salary because it falls inside the parameters.

📈 Scenario 3: Above Ceiling (MBS: ₱120,000)

Calculations cap exactly at the ₱100,000 ceiling. Income above this cap does not attract additional premiums.

Basis: ₱100,000.00 × 5% Total Premium: ₱5,000.00 Share: ₱2,500.00 Each
